Collective Bargaining Agreement for Technical-Clerical Employees

No employee group in the Pittsburgh Public Schools faced the first weeks of the COVID-19 emergency with greater professionalism than the Field-Techs in the Technical-Clerical unit. They stayed on the job before facial masks were a requirement. They prepared thousands of computers for distribution to students and teachers in the spring of 2020 and throughout the summer. The Pittsburgh Public Schools would be shut down without the PFT members in the Technical-Clerical unit.

The Technical-Clerical Unit comprises a wide-range of positions that are essential to the functioning of the school district.  The down-sizing of the school district has resulted in the furloughing of T-C Unit members and the loss of good-paying union jobs with benefits.

CCEU members on the PFT Executive Board are adamant that the district should not close jobs while there is a need for the work to be done.

The PFT leadership remains committed to maintaining good jobs with good salaries and benefits for all members. Our Technical-Clerical contract is one of the strongest labor contracts in the country with dozens of workplace protections. The settlement of the 2020-24 contract marked the 48th year without an interruption of educational services due to a strike.

Similar to the Professional and Paraprofessional contracts, the Technical-Clerical contract provides:
  • Raises for every level and every step each year of the contract
  • Continued cost-containment for the excellent healthcare and dental benefits
  • Seniority protections
  • Grievance and arbitration procedures
  • Right to rebut ratings
  • Overtime provisions
  • Longevity Increment and Severance Pay
  • Excellent Leaves of Absence provisions for illness, personal emergencies, and bereavement
The CCEU members of the PFT leadership continue to oppose the state-authorized residency requirement on Technical-Clerical employees.
